 (SourcePawn) 16k plugin with halftime bug fix

Basically, most of the big HvH servers use a 16k plugin that has a major bug in it,
At halftime, if someone joins spec and joins a team back he has 16k on the second pistol round.
Kinda cancer.
Here's the same 16k plugin that works the same but fixes the halftime bug.
