[Release] Heist cut editor [External]

This an external tool for editing heist cut%. It has no need to Cheat Engine support, just need your PC installed .Net framework v4.7(or more new version)，and C++ Runtime library.

It can edit apartment heist(Only host valid), doomsdays heist, casino heist's and cayo-perico heist's player cut%.

In addition to these, it can edit the Potential Take of the casino and the real take of the in mission, as well as the real take of Cayo-Perico, and can lock it.

Update log:
V1.1:
Version 1.1 is written in MFC, and from now on it will no longer need the support of .Net. A number of common functions were added at the same time. However, since it is the first time to use MFC, there may be problems, but I personally did not find any problems during the test. Please notify me if you find it.
